1985-2000

The Metropolitan Water District is a regional water agency that imports water from Northern California and the Colorado River, and delivers it on a wholesale basis to the coastal plain of Southern California. Through its member public agencies, the District provides almost 60 percent of the water used by nearly 16 million people living in portions of Los Angeles, Orange, Riverside, San Bernardino, San Diego and Ventura counties.

Lindhout joined the audit staff of the Metropolitan Water District of Southern California in 1985, and was appointed to the position of Assistant General Auditor, subject to approval by the Board of Directors, in 1986. He served in that capacity until his retirement in April 2000.

As the principal assistant to the District's General Auditor, Lindhout acted for the General Auditor in his absence. He directed subordinate personnel within the Audit Department, reviewed and evaluated audit results, and supervised complex financial, compliance, operational and information systems audits undertaken by the Audit Department. He also advised the General Auditor regarding the annual and long-term audit work plan.

1983-1985     Ephraim, Sureck & Miller, CPAs

Ephraim, Sureck & Miller was a local CPA firm serving clients in and around Oklahoma City. Lindhout accepted a position as Audit Manager with the firm in February 1983. In this position, he had direct responsibility for the development, supervision and evaluation of the audit staff. Audit clients included government and nonprofit, finance, construction and oil and gas entities.

Linzey also served as the firm's continuing professional education (CPE) coordinator, ensuring the firm's compliance with Oklahoma CPE and professional licensing requirements.

1980-1983                 Oklahoma State Auditor and Inspector

The mission of the Office of the Auditor and Inspector is to support, educate and audit state agencies and local government subdivisions, and to report on the administration of public funds by elected and appointed officials throughout the state.

Lindhout was recruited by the State Auditor in September 1983 to serve as an Audit Manager in the Oklahoma Capitol office of the agency. He was responsible for the direct supervision of a large audit staff on major state agency and county audit engagements, including audits of the State Tax Commission and Oklahoma County.

Lindhout also established and supervised the EDP audit support group within the financial audit division of the State Auditor's office. In a letter of recommendation dated August 31, 1992, former Oklahoma State Auditor and Inspector Tom Daxon wrote "all of us remember Linzey best as the CPA who pioneered EDP auditing in Oklahoma state government. For the first time, the State Auditor's office could audit through rather than around the computer."

1972-1980
